Even though the split window VW buses have become very expensive there are still affordable options out there if you really want one. This bus listed here on eBay with a BIN of $12,500 is one possibility. It hasn’t been driven since 1989. It’s all original and the floors aren’t rusted through. It looks complete except for the windows and any interior. This may be a bus you could have running and driving for a modest investment, especially if you’re OK with the outside.

You could also purchase a rusted relic to restore like this one on eBay for $1800.

Otherwise, any restorable, running van, even with with some rust, is at least $20,000. This 1965 is listed on Samba for $23,000. It looks nice but has some rust in the front floor.
