Matching numbers but missing the engine?
I haven’t ever lost an engine mid project. :)

    Possibly a typo? Energy?

The ad states that only the tag, which would confirm the engine is original to the car is missing.

Lots and lots of hard work has been done. Just a little more work to install the engine and get it to lot drive. It would then sell quicker, for more money and be much easier/cheaper to transport.
You could put on a engine installation party with Cajun food. The garage might be a little hot in July i Baton Rouge.

I love how everybody thinks they know how easy it would be for someone else to install an engine.

This might be a great deal. Show up with two stacks of 10K and a trailer. Another 10 to finish it right and you would have the cheapest running Healey on the planet.

Why do these guys insist on calling it a “frame off” restoration when it is a BODY off Frame operation. You don’t take wheels off of tires do you?

In this case it rings true. The frame was taken and restored while the body was not. A frame off restoration.
